Norwegian Security Service were tipped about Breivik

Friday, 26 August 2011
An international operation with the aim to uncover possible terrorist bomber drew the attention of the Norwegian security police (PST) in March about the Behring Anders Breivik.

But because he was not already known by the PST for being a potential threat, no further investigation was carried out.
Operation Global Shield was launched in November 2010 to stop the trade in hazardous chemicals and apprehend potential terrorists who are planning to build their own bombs.
PTS declines to comment on the findings.
